First day of Eid Al Fitr in the UAE on Tuesday

Dubai: It's Eid Al Fitr on Tuesday for millions of Muslims across the globe who are celebrating after a month-long day time fasting during Ramadan.
People were seen dressed in their best clothes and hugging and kissing friends and relatives. In the UAE, festivities start soon after the early morning prayers at the various prayer grounds and mosques across the emirates.
The moon sighting committee chaired by Hadif Juan Al Dahiri, Minister of Justice, which met in Abu Dhabi on Monday evening, said that the new moon was sighted on Monday evening.

The committee said that in cooperation with neighbouring countries in the region, Monday will be the last day of Ramadan, and Tuesday will be the first day of Eid.

Special day
For many people the first day of Eid is exclusively for visiting relatives and the elders of the family. For expatriate Muslims, many of whom are away from their families, it is a day for long-distance calls. Special food is prepared at homes to serve on the occasion.
Unlike last year, it is still hit and humid and not exactly weather for a day at the beach. Temperature in the coastal areas is expected to remain between 28 to 43 degree Celsius, 26 to 47 in the interior areas, and 25 to 35 in the mountainous areas. But still people came out in large numbers to relax in the green parks and barbecue their lunch.
Muslims depend on the tradition of sighting the Moon to declare the Eid day at end of Ramadan. If the Moon is not sighted by the naked eye, than neighbouring countries are contacted, said a member of the Moon sighting committee.
Moon sighting to determine the first day of Eid Al Fitr is always a tough task, an astronomer who is also the member of the UAE Moon Sighting Committee, told Gulf News on Monday.
"During the last two days of the month, the moon will be beyond the horizon after sun set, so it is difficult to observe it with the set conditions or parameters to determine the first day of Shawwal which is the first day of Eid Al Fitr," said Sakher Abdulla Al Saif, who is also a member of Emirates Astronomy League.
Countries celebrating Eid
Saudi Arabia and Qatar will also be joining the UAE in celebrating Eid on Tuesday.
Other countries celebrating the first day of Eid on Tuesday include Kuwait, Bahrain, Yemen, Egypt, Jordan, Sudan, Palestine, Syria, and Lebanon.

Shaikh Humaid and Shaikh Saud also sent cables of eid congratulations to His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, Their Highnesses Supreme Council Member, and General Shaikh Mohammad Bin Zayed Al Nahyan, Abu Dhabi Crown Prince and Deputy Supreme Commander of the UAE Armed Forces.

UAE cyber law is full of surprises


DUBAI // Social media users may unwittingly commit a crime by simply tagging a photo, warns Joseline Khairallah, a lawyer in Dubai.
"Legally in this country, you're not allowed to take or use a photo of a person without their permission. The only time you can is when a company uses one of an employee and clearly states so," she said.
"A person can sue another for posting photos of them on Facebook, but it's a very difficult procedure because there is a lack of regulation on the internet, and it's very difficult to prove these cases."
The challenge is that cyber crime is evolving more quickly than the law, Dr Mohammed al Kaabi, a federal court judge, says.
Gaps in the current law mean someone who steals passwords is not doing anything illegal, and can be prosecuted only if he uses the stolen password.
Ms Khairallah noted that public information on social sites can imperil your job status.
"Companies have the right to terminate an employee's contract if a violation takes place during working hours," she said. "Outside working hours, they also have the right to fire employees if they are seen to be defaming their company on a social networking site, or indeed anywhere else."
And with a recent survey showing that 79 per cent of internet users in the Middle East and North Africa spend up to three hours a day on social networks, the chances of such a slip could be high.
"Without a doubt, people should be careful while using social networking websites," said Alex McNabb, director of the Dubai firm Spot On Public Relations. "People have to appreciate that their online behaviour is judged by the same criteria as their offline behaviour."
The Deira chief prosecutor Yousif Foulaz last year referred to Facebook as a criminal tool, likening it to a gun or knife used in a crime.
In one case, the accused blackmailed a woman by telling her he would use Facebook to circulate compromising images of her if she did not submit to him.
According to Dubai Police, there were more than 36 cyber crimes a month in 2009, 37 in 2010 and 43 this year.
In January 2010, the Ministry of Justice announced a specialist federal cyber crime court. The ministry, however, has not said when the court would be set up or whether the project has been scrapped.
The Japanese computer security company Trend Micro ranks the UAE ranked second only to Saudi Arabia as the most vulnerable of the Gulf countries to cyber crime.

Filipino Muslims gather for grand iftar in UAE


Community ends fast by sharing a meal with less fortunate compatriots as well as Philippine diplomatic officials



Dubai: The spirit of giving came alive among Muslim Filipinos as they shared an iftar meal with distressed Filipino workers ahead of Eid Al Fitr.

Around 500 members of the Filipino community gathered for a grand iftar at the Philippine Overseas Labour Office (Polo) on Friday evening.

"This is a time to share our blessings with the less fortunate, to visit them, and to bond with them," said Wafa Kasimieh, Senior Adviser of the Islamic Affairs and Charitable Activities Department (IACAD).

The IACAD together with various Filipino community organisations sponsored the event.
"It is symbolic that everybody sits down to share a meal," Consul-General Benito Valeriano said.

Memorable

Labour Attache Amilbahar Amilasan said: "There are many who can't even afford to end their fast. It is nice to give something memorable to them."

Hamida, 35, a former domestic helper in Sharjah who is one of around 20 distressed workers awaiting repatriation, said the event made her feel nostalgic.

"At this time in the Philippines, our families gather for a grand iftar days before Eid," she said. "It felt like we were back home even just for a few hours."

Meanwhile, 11 distressed Filipino workers were repatriated yesterday through the help of the Philippine government as well as charitable and community organisations.

To date, a total of 49 Filipinos, including four children, are under the care of of the Filipino Workers Resource Centre (FWRC), a halfway house for distressed Filipinos which operates in various countries, including the UAE.

The FWRC is under the supervision of the Polo in cooperation with the Overseas Workers Welfare Administration (Owwa), an agency under the Philippine Department of Labour and Employment.

Among those who regularly help to repatriate needy Filipino migrant workers is D.G.

She said helping her compatriots has become her lifelong pledge since converting to Islam in 2009.

"We are taught to give to our family first. Here in the UAE, the closest family we have is the Filipino community.

"So we really need to help them. Giving is also a form of worshipping Allah," D. G. said.

Abu Dhabi splash park to be opened to public on first day of Eid



The ‘Murjan' Splash Park at Khalifa Park will have a diversified entertainment environment with recreational facilities and educational tools

Abu Dhabi: A new leisure venue will be opened to residents of the capital on the first day of Eid Al Fitr.

The Municipality of Abu Dhabi City announced on Saturday that a new splash park will be opened at Khalifa Park on the first day of Eid Al Fitr.

A splash park is a water-themed play zone for kids and adults but has no standing water of any depth. This is said to eliminate the need for lifeguards, as there is practically no risk of drowning. Splash parks are also known as spray parks, spray grounds, splash pads etc.

The ‘Murjan' Splash Park at Khalifa Park will have a diversified entertainment environment with recreational facilities and educational tools in an exciting and unique platform, primarily targeting children and families, a statement issued by the municipality said.
The statement did not mention the entry fee to the park, any proposed dress code or whether entry is restricted to families only. When contacted by Gulf News, an official spokesperson of the municipality did not have such information.

Long Eid holiday provides residents a welcome break

Interest increases in travel packages to popular destinations


Abu Dhabi: As Eid draws closer, residents in the UAE are looking at ways to spend the extended break away from the summer heat. The announcement of the nine-day public holiday has therefore given them a chance to travel to their homelands or even visit other countries.

Airlines have reported an increase in bookings over the Eid holiday, and travel agencies say they have seen a significant rise in the number of enquiries about packages. In line with the Islamic calendar, Eid this year falls in early September, when the summer heat is still palpable in the UAE.

Khalid Bil Jaflah, vice- president of commercial sales at Emirates airline, said the Eid break usually sees an increase in outbound travel.

"The Eid period has always been a busy time for Emirates, with a large volume of passengers travelling overseas to spend time with family and friends. Outbound bookings from Dubai over this period are extremely strong," he said.
Change of scenery

According to the airline executive, the most popular destinations over the period were various cities in the Middle East, as well as Istanbul, Bangkok, London, India and Kuala Lumpur.

Travel packages have also proven popular, and families have seized the long break to explore new places.
Abdul Rauf, senior sales executive at Abu Dhabi-based Bin Ham Travel, said the agency had been seeing an increase in queries about travel packages as soon as the nine-day public holiday was announced.

"Turkey has been a very popular choice, possibly because the tickets and hotels are rather affordable. In addition, quite a few people have opted to spend their holidays in Malaysia and Thailand," Rauf said.
In turn, residents say that travelling during the long break is a perfect way to get a change of scenery.

"I wanted to see greenery and go somewhere away for a while, so I decided to visit my old school friends during the Eid break. It's always good to get a change from your daily routine," said Gregory Gottlieb, 51, a British project manager.

Detailing his travel plans, Gottlieb said he would use the opportunity to practise his favourite sports in Australia. "I will go skydiving at the Southern Sky Diving near Margaret River, and I cannot wait," he added.
Nour Ajouz, 26, said he was travelling back to Lebanon with his wife.
"I have been in the UAE for three years, and every Eid, I take a few extra days off and use the mini break to enjoy the festivities with my friends and family back home," Ajouz said.

More special

"Eid is simply more special when you have more relatives and friends to spend it with," he added.
I. Abdullah is visiting his extended family in Egypt with his three-month-old baby for the first time this Eid. "My parents and siblings are eager to meet my daughter Nour, as she is the first grandchild in our family. My wife and I too cannot wait to share our happiness, and enjoy Eid in all its entirety," Abdullah said.

Greetings from rulers

President His Highness Shaikh Khalifa Bin Zayed Al Nahyan has sent congratulatory cables to the kings, princes and presidents of Arab and Islamic countries on the occasion of Eid Al Fitr.

The President wished them good health and happiness and for their people peace and prosperity.

President His Highness Shaikh Khalifa Bin Zayed Al Nahyan Sunday exchanged Eid Al Fitr greetings during a telephone call with Sultan Qaboos Bin Saeed of Oman, King Hamad Bin Eisa Al Khalifa of Bahrain, and Kuwaiti Emir Shaikh Sabah Al Ahmad Al Jaber.

His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, and General Shaikh Mohammad Bin Zayed Al Nahyan, Abu Dhabi Crown Prince and Deputy Supreme Commander of the UAE Armed Forces, have also sent similar cables to the leaders of Arab and Islamic countries.

Traffic fine relief in Dubai will arrive after holidays

Residents must clear their backlog at one go in order to benefit from the initiative


Dubai: Discounts on traffic fines in Dubai will be accorded approvals after Eid Al Fitr holidays, a senior official said.

Motorists will be entitled to a 30 per cent discount on traffic fines, as announced earlier by Lieutenant General Dahi Khalfan Tamim, Chief of Dubai Police.

Lieutenant Colonel Saif Muhair Al Mazroui, acting director of the Dubai Police Traffic Department, said drivers with hefty fines against their names stood to benefit from the initiative provided they settled all their outstanding dues in one go and met other conditions to be announced later.
 
Lieutenant Colonel Al Mazroui praised the initiative of giving discounts on traffic fines. "This is considered ‘Eidiyah' for motorists to settle their accumulated fines," he said.
Initial announcement
The announcement about the discounts was first made by Lieutenant General Dahi through his Twitter account.

Dubai Police subsequently announced that discounts on traffic fines in the emirate have been approved by the Executive Council, but the timing and percentage of reductions would be announced later.

According to a ministerial decree issued last year by Lieutenant General Shaikh Saif Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, traffic departments in all emirates are allowed to offer a discount of up to 50 per cent on traffic fines.

The Abu Dhabi Traffic Department (including Al Ain and Gharbia) has been giving 50 per cent discounts on traffic fines since June last year.

Regarding Eid preparations in the police department, Lieutenant Colonel Al Mazroui said Dubai Police will distribute Eid greeting cards among the public instead of issuing fines for minor offences as part of their community outreach efforts.

He said police patrols have been intensified across the city, especially at places where crowds are expected, to monitor traffic movements and curb dangerous behaviour.

He called on motorists to abide by traffic rules to help uphold the joyous spirit of the festive season.

Blue Flag is flying high in Abu Dhabi

Abu Dhabi Corniche is the first beach in the GCC to get a Blue Flag status. It complies with strict criteria laid down by the Foundation for Environmental Education, which awards the Blue Flag



It is easily one of the city's best-known landmarks, which stretches close to 6km. A hot spot for residents and visitors alike, the Abu Dhabi Corniche with its sandy beaches, recreational areas, refreshment spots and cycling and pedestrian paths are a magnet for people looking for a place to relax after a hard day's work or on weekends.

This June, the Corniche Beach acquired a prestigious distinction. It was accorded the status of a Blue Flag beach, the first city in the GCC to receive this coveted award.

The Blue Flag is a certification awarded by the Denmark-based Foundation for Environmental Education (FEE) to beaches and marinas that meet its stringent standards. A non-profit, non-governmental body consisting of 65 organisations in 60 member countries in Europe, Africa, Oceania, Asia, North America and South America, the Blue Flag is a voluntary organisation that has certified around 3,650 beaches and marinas in 44 countries across Europe, South Africa, Morocco, Tunisia, New Zealand, Brazil, Canada and the Caribbean.

"This global achievement highlights Abu Dhabi's track record of accomplishments towards promoting aesthetic and environmental values in alignment with the 2030 strategy and plans of the government of Abu Dhabi,'' says Khalifa Al Mazroui, General Manager of the Municipality of Abu Dhabi City (ADM), who has been integral in spearheading the expansion of the city as well as implementing its modernisation facilities.
The Blue Flag programme promotes sustainable development in freshwater and marine areas. It encourages local authorities and beach operators to achieve high standards in the four categories: water quality, environmental management, environmental education and safety. Over the years, the Blue Flag has become a highly respected and recognised eco-label working platform bringing together tourism and environmental sectors at the local, national and regional levels.

Moaz Sawaf, Project Manager, Conservation & Education of the EWS-WWF, which was appointed by the FEE as the national coordinator in the UAE for the Blue Flag Programme, is ecstatic about the programme.
"Ever since I heard of it, I have loved the Blue Flag programme," he says. "It will act as a tool to protect the UAE coastline. It will also be instrumental in raising environmental awareness while guaranteeing that the beach users can safely bathe in the waters. Think about it, if beach lovers had to choose between a Blue Flag certified beach and an ordinary one, they would always opt for the former."

Making the mark

The UAE officially embarked on the Blue Flag programme in 2010 to preserve its majestic coastline of over 700km. The primary requirement for obtaining a Blue Flag is to run a pilot phase for a year. "The NGO that represents FEE manages the commissioning of this pilot phase," says Sawaf.

The pilot phase commenced with a feasibility study of the Blue Flag programme in 2009. Then a National Committee was established, comprising relevant authorities and stakeholders. A Blue Flag National Workshop for stakeholders was held to discuss implementing the programme on a national level. Finally, the National Coordinator (EWS-WWF) invited applications from authorities managing beaches and marinas who were keen to participate in the programme. Once the list was drawn, the national coordinator offered all support to the beaches to help them qualify for the Blue Flag award. The reports were then sent to the International Committee for final validation.

The Blue Flag is only awarded to beaches that comply with 32 strict criteria; in the case of Marinas, there are 24. The parameters that are considered include water quality, public safety and services, environmental management, information and education.

Water quality is the most important of the criteria where water samples have to be tested every 28 days for a year.

Safety and services include appointment of trained life guards, first-aid measures, wheel chair accessibility etc. Facilities such as toilets, restrooms and food outlets too are strictly monitored.

Environmental Management includes forming a strong committee to manage the natural vegetation on the beach such as algae formation and coral reefs.

Under the Environmental Education and Information criteria, parameters include displaying ample information about water quality, local eco-systems and educational initiatives for the public, among others.

The First National Blue Flag Workshop was held in Al Raha Beach last April. Educational activities were conducted throughout the year at the Corniche, including programmes for schoolchildren to raise awareness about the beach and safety issues. A campaign, ‘Choose Wisely' on sustainable fishing was also launched.

The Blue Flag is only awarded for one season at a time. If the criteria are not met through the season, the award will be withdrawn. The Blue Flag was hoisted in the Corniche beach on June 5, 2011 (to commemorate World Environment Day). Al Bandar Marina and Yas Marina have also been awarded Blue Flags in the marina category.

Keen to ensure ecological safety

"By implementing the Blue Flag, ADM has contributed to the ongoing development and safeguarding of the coastline, the marine environment and the public health," says Al Mazroui. "This will also encourage the community to be very proud of our Corniche and get involved in maintaining our beach to the highest standards and ensure we keep the Blue Flag status. Blue Flag also increases opportunities for eco and sustainable tourism and ultimately help attract more tourists."

"Abu Dhabi's beaches have always met high international standards and it is now that we have been recognised and awarded Blue Flag status. We have been with the Blue Flag programme [unofficially] since 2008 and we have always been [keen] to ensure the ecological safety on our beaches. "

Sawaf says, "I would like to see all the public and private beaches in the UAE raising the Blue Flag. We can view it in this perspective: we are marketing a product and we make a profit from it. The only difference here is that the profit is not in financial terms but in environmental and social implications; which I believe is a lot more sweeter."

When is Eid? The Debate is on



JEDDAH: Saudi Arabia's Supreme Court has called on Muslims in the Kingdom to look for the new moon of Shawwal on the evening of Monday, which is the 29th day of Ramadan (Aug. 29) and report the matter to the nearest court if any one sights the new moon either by the naked eye or with help of lenses.

The court directed that the lookers for moon join the committee for the purpose in each region.

The end of fasting and the day of Eid Al-Fitr are decided by the sighting of the Shawwal moon.

But astronomers, who differed on the start of the holy month of Ramadan based on astronomical calculations, are at it again. They are now debating whether Eid Al-Fitr, which marks the end of the fasting month, will fall on Tuesday or Wednesday. The controversy over the start of Ramadan is also driving the debate.

The Saudi Astronomical Society expects Ramadan to be 30 days this year and, if that is the case, it will end on Tuesday, Aug. 30, with the Eid falling on Wednesday, Aug. 31.

The society said the moon would not be sighted on the night of Monday, Ramadan 29 (Aug. 29) thus Eid would not be on Tuesday.

Chairman of the society Majed Abu Zahra said the moon, on Monday, Aug. 29, will set before sunset so no one would be able to sight the crescent. He explained that on that day, the moon would eclipse in all parts of the Kingdom before sunset by at least three to six minutes thus making it impossible to sight the crescent.

He said on the night of Tuesday, Aug. 30, the moon would be clearly seen without the help of telescopes thus indicating that the Eid would be next day, Wednesday Aug. 31.

Abu Zahra said there were two options before the Saudi authorities:

l To make Tuesday (Aug. 30) the first day of Eid with people fasting for 29 days according to astronomical calculations.

l To make Wednesday (Aug. 31) the first day of Eid as the moon would be seen by the naked eye on the night of Tuesday.
